History and Timeline

About the Master Plan and Zoning Ordinance Update

The Community Master Plan and sub-area commercial district plans will provide a clear policy direction to guide development and change over time. The revised Zoning Ordinance will codify community expectations and ensure implementation. These documents and the process used to develop them, will work to avoid unintended consequences and negative externalities that change can bring. Through community engagement, together we will craft a vision that reflects the voices of North Muskegon and generates energy to create meaningful change that will enhance our quality of life and economic vitality.

History

As a "city of homes...a community of excellence, between the calm lake waters" the City of North Muskegon's peninsula is surrounded by stunning natural features. Bounded by Bear and Muskegon lakes, we enjoy access to Lake Michigan as well as hundreds of acres of State Park land. The city has stable neighborhoods thanks to its excellent school district. Children can bike and walk from home to school on low-volume streets. Often overlooked, North Muskegon is a diamond in the rough.


In 1998, the City adopted its current Community Master Plan and addressed various land uses, transportation systems, and open space/recreational uses that would shape our future. While our neighborhoods have remained strong, commercial areas within the city have struggled. Notable businesses within the community create a sense of place, but are few and spread out within our community. Once highly successful, walkable commercial districts dotted the community, but as urban sprawl grew through out the end of the 20th century, and as the greater Muskegon area struggled, we've not been immune to that reality.

Timeline

The new Master Plan, Sub-area Vision Plans, and updated Zoning Ordinance for the City of North Muskegon will guide the future growth and development of the community over the next 20 years. Goals for this work effort include: 

  • Create a comprehensive master plan that is engaging and uniquely suited to North Muskegon. 
  • Establish a community vision and goals to guide land development and infrastructure investment. 
  • Collect/analyze data to produce a community profile. 
  • Develop Sub-area Vision Plans for Four Corners/Lake Avenue Gateway, the Midtown District, and the Whitehall Rd. Corridor. 
  • Identify opportunities for new investment and infill development, including in mixed-use contexts. 
  • Incorporate the recommendations and strategies of other City policy documents, like the 2021-2025 Community Recreation Plan.  
  • Evaluate and identify economic tools for future (re)development and other implementation strategies that will effect change. 
  • Create a new Master Plan in accordance with the Michigan Planning Enabling Act, that is user-friendly and visually appealing documents and maps. 
  • Update the City’s Zoning Ordinance in accordance with the Michigan Zoning Enabling Act, applicable case law, and other State laws.
